insects that eat sage?

Hello,
My gf has a sage plant that she is very proud of, but now there are holes all over the leaves. Now I read that sage is used to keep bugs away from other plants, but how about keeping the bugs away from the sage?

while not knowing exactly what the bugs are a simple home remedy is 1 qt. h2o, 1 cup rubbing alcohol, 1/2 cup hot pepper cooking oil, with 1-2 tablespoons dish detergent as a wetting agent.We also have plenty of products on line to help with insect problems.
